Dr. Charles Motzko, P.E. Dr. Motzko began his career with the Air Force’s Precision Measurement Equipment Laboratory (PMEL) program in 1961, registered as a State of California Professional Engineer (1978) in Quality. In 2008, he received his Doctor of Management based on his research involving National Measurement Institutes.
